Houston's leash law applies in every city park, with one set of exceptions: the 15 official dog parks run or overseen by the Houston Parks and Recreation Department. They range from a 1,000-square-foot synthetic-turf run in Montrose to Maxey Park, where about 12 to 13 acres are set aside for dogs. All are open dawn to dusk, and they share a strict rule set: no children 12 and under, no food of any kind, and no more than two dogs per person.

For perspective, 1,000 square feet is about the size of a two-bedroom apartment; an acre is about 43,560 square feet. Maxey's dog area is several hundred times the size of the smallest run on this list.
The rules at every Houston dog park
The city posts one rule set for all its dog parks. Several are stricter than in other Texas cities, so read them before you bring the family.
Who can come in
- No children 12 and under.
- Teens 13 through 18 must be with an adult, and must behave: no running, shouting, chasing dogs, or petting other people's dogs without permission.
- No puppies under 4 months and no females in heat.
- No dogs with a known history of dangerous behavior.
What your dog needs
- City of Houston registration tag and rabies tag on the collar — the city requires both to be displayed.
- Proper licensing and current vaccinations.
What you need to carry
- A visible leash for each dog, at all times.
- Visible pet waste bags, at all times — and you must use them.
Inside the park
- Maximum two dogs per person per visit.
- No dog food or people food. That includes treats.
- No smoking.
- Leash in the transition corridor — the gated entry area — and when entering and leaving.
- Stay in voice and sight control and prevent aggressive behavior, biting, fighting and aggressive barking.
- If your dog acts aggressively, leash up and leave immediately.
- Never leave your dog unattended.
The city is explicit about liability: owners are legally and financially responsible for their dogs, and the City of Houston accepts no liability for injuries in dog parks. Breaking the rules can mean fines and being barred from further use of the dog park.
The standout parks
Maxey Park: the big one
Maxey was the second official dog park in the Houston system, dedicated in September 2004, and it remains by far the largest, with roughly 12 to 13 acres of parkland designated for dogs. It has a fenced off-leash area, separate sections for large and small dogs, doggie drinking fountains, a doggie shower, benches and a waste station. It's on the east side, off Maxey Road near I-10, which makes it a drive for most of central Houston — but it's the only city dog park with that kind of space.
Johnny Steele Dog Park at Buffalo Bayou
The two-acre Johnny Steele Dog Park opened in January 2015 as part of the $58 million renovation of Buffalo Bayou Park. Its separate large-dog and small-dog areas each have a pond, a dog-washing station and shade structures, which makes it the most popular choice for a summer visit close to downtown. It's managed by the Buffalo Bayou Partnership rather than the city directly, so check their site for closures.
TC Jester: two big runs
In Oak Forest, TC Jester has a 31,000-square-foot run for big dogs and a 16,000-square-foot run for small dogs — 1.08 acres in total — each with benches and dog drinking fountains. The generous small-dog run is the reason owners of little dogs drive here.
Downtown: Holly Anawaty at Market Square
Market Square Park's two runs, for small and large dogs, sit inside a lit crescent walkway with water features, benches and canine drinking fountains. Dedicated in 2011 in memory of Houstonian Holly Anawaty, it's the go-to for downtown residents.
Newest: Lawndale and Waldemar
Lawndale Dog Park in the East End is one of the newest, with fully fenced off-leash areas, agility and play equipment, water stations, shade trees and direct access to the Brays Bayou hike and bike trail. Waldemar, in West Houston, opened in 2021 as a half-acre park with separate large and small dog areas, canine and human fountains, shade trees, and a 6-foot fence around the large-dog side.
Montrose and Midtown pocket parks
Ervan Chew, West Webster and Avondale are small neighborhood runs. Ervan Chew, dedicated in May 2004, was the first neighborhood park in Houston to let dogs run legally off leash. West Webster has a dog wash area. Avondale, opened in 2021, is a compact synthetic-turf run. In Midtown, Elizabeth Glover has a dog run with a deck and a decomposed granite walkway.

Houston heat, floods and fire ants
Heat and humidity
From late spring to early fall, Houston's heat and humidity make midday dog park visits risky. Humid air makes it harder for dogs to cool themselves by panting. Since the parks are open dawn to dusk, the first hour after opening and the last hour before dusk are the best times. Parks with shade structures and water — Johnny Steele, Market Square, Maxey — are the best bets in summer. Test the ground with the back of your hand; artificial turf in particular can get very hot.
Bayou parks and flooding
Several of Houston's best dog parks sit along bayous for a reason: bayou parks are part of how the city handles stormwater. After heavy rain, bayou-side areas can flood and close. If there's been a big storm, check the park operator's updates before you drive — Buffalo Bayou Partnership posts closures for its park. And keep your dog out of the bayous themselves: fast water after storms is dangerous, and bayou water isn't clean.
Fire ants
Fire ants are common in Houston lawns. Before letting your dog settle on the grass, glance for mounds — especially at the edges of turf areas. Dogs that get into a mound are usually stung many times, and a vet visit is a good idea if you see heavy swelling or signs of an allergic reaction.
Mosquitoes
The Gulf Coast has a long mosquito season. Ask your vet about year-round parasite prevention — it matters more here than in cooler parts of the country.
